You have to manually set keys for both functions, by the way. Expand. I will look up a key bind to switch modes, but notching worked a few updates ago.

And you do both because radar is used to slew IR missiles seeker head faster than by pointing the nose of the aircraft. AND you have no choice because Gaijin did provide only one key/command for countermeasures. So always use chaff and Flares.
