When I export these layouts to PDF, the resulting files are about 5x larger than the same maps exported out of ArcMap (~5MB vs < 1MB). If you go to Supported data types and items—ArcGIS Pro Documentation and search for "pdf" it will bring you to a section where it talks about the file types that are not available\shown in the catalog pane or #catalog view which pdf is listed there.

WebIt is a projection issue. The projection is probably undefined in the DWG and ArcGIS Pro can't project on-the-fly without that information.
